Local tool libraries, highlighted by the City of Portland, allow residents to borrow home and garden tools instead of buying them. The service offers shared access to drills, saws and gardening equipment, cutting costs and reducing waste. City officials promote the libraries as a practical community resource for home improvement and yard projects.
