Doña Ana County lifted its evacuation notice for Rincon, a small community in New Mexico's Hatch Valley, on Wednesday afternoon. The order followed heavy monsoon rains on Tuesday that breached a nearby arroyo and nearly caused a dam to fail. Officials are urging residents to remain cautious of flooded roads and storm debris as cleanup continues.
