England's children's commissioner Rachel de Souza has warned that youth services in parts of the country are in a state of emergency, naming Middlesbrough and Hounslow among the hardest places for children to grow up. She said some children are being 'radically failed' by the system, highlighting deep regional inequalities in support for young people.
