Chilean authorities declared a red alert for Santiago after intense storms and hail caused flooding, road collapse, Metro station closures and power cuts affecting more than 20,000 customers. The weight of ice crushed parking structure roofs in the metropolitan region. Senapred director Alicia Cebrián urged residents to avoid risky areas, while Panama's Sinaproc also issued a rain and storm advisory through November 3.
