Lithuania has taken a first step toward removing its constitutional ban on nuclear weapons, with Parliament Speaker Juozas Olekas saying the prohibition would be reconsidered amid the threat from Russia. The move signals growing alarm in Baltic states bordering Russia about security guarantees and deterrence as the war in Ukraine continues.

Why now: Russia's war against Ukraine has intensified security concerns in NATO's eastern flank states, prompting debate over nuclear deterrence options.
