Russia's national health agency says it is concerned about outbreaks of plague and other infectious diseases in the United States and is ready to assist Washington in combating them. Observers see the offer as trolling, coming as Russian officials report plague cases in the Irkutsk region, and it has drawn widespread mockery and attention online.

Why now: The offer reads as ironic propaganda given Russia's own reported plague cases in Irkutsk.
