Congress has never passed a real budget
Congress has never passed a real budget, according to reporting by The Hill. The claim points to longstanding dysfunction in the federal appropriations process, where lawmakers have repeatedly relied on continuing resolutions and stopgap funding measures instead of agreeing on full annual budgets. The observation is drawing attention amid recurring standoffs over government spending and shutdown deadlines in Washington.
Why now: Recurring government funding fights and shutdown deadlines keep focus on Congress's failure to pass full budgets.
