The EU's €150 billion loan programme to help member states rearm has paid out roughly €13.5 billion, about 9%, four months after the first payments. Eleven of the nineteen participating countries have received funds. Poland is the largest beneficiary with €43.7 billion, more than France and Romania combined, while Germany opted out of the scheme entirely and Italy only submitted its request in August, for roughly half of its available allocation.
Why now: Slow disbursement and uneven uptake of the EU's flagship defence lending instrument are drawing scrutiny amid ongoing pressure to strengthen European rearmament.
