The European Commission is planning to make EU accession easier by introducing membership in stages, so candidate countries can join gradually instead of all at once. To keep an enlarged union capable of acting, the plan also includes central reforms, notably to the principle of unanimity in Council decisions, which currently gives every member state a veto. The proposals touch on one of the most contested questions in EU politics ahead of possible enlargement to the Western Balkans and Ukraine.

Why now: The Commission has tabled far-reaching reform proposals for EU enlargement and decision-making, which are highly contested among member states.
