A proposal is circulating that the United Nations should shut down some of its many global initiatives and instead create a genuine investigative division with policing and arrest powers. The idea targets crimes the UN currently can only monitor and report on, including espionage, nuclear violations, human trafficking, war crimes and trade breaches. Supporters argue the organisation's lack of enforcement capability leaves it unable to hold perpetrators accountable, though no such reform is on the UN agenda.
Why now: Frustration is resurfacing over the UN's inability to enforce accountability for major international crimes.
