The Government Accountability Office has told Congress that the Trump administration illegally withheld federal funds last year from programs at the Environmental Protection Agency and the Department of Health and Human Services. According to the finding, the two agencies were blocked in 2025 from distributing more than $1 billion appropriated by Congress. HHS impounded funds when it terminated programs.
