Film and television production jobs are increasingly leaving the United States for overseas locations, and Congress is now working on measures to stop the exodus. The effort reportedly has President Trump's backing, drawing attention to tax incentives and other policies aimed at keeping studio work in America as industry employment shifts abroad.
