COP31 champion urges shift from climate pledges to action

The appeal comes as attention builds around the COP31 climate summit, with observers pressing countries to deliver on promises rather than announce new targets.
Why now: Ahead of COP31, debate is focused on whether countries will implement existing climate commitments instead of making new ones.
