Police in Osaka have arrested four people, including the operator of a pet shop, on suspicion of giving vaccinations to dogs and cats for sale without proper qualifications. The Nishinippon Shimbun reported the arrests by the Tenma police station, with suspect Amami Katsuyuki among those detained.
