Tucson to close Congress Street to cars on Halloween
Original: Tucson will close Congress Street to vehicles on Halloween, testing a pedestrian-only zone
Tucson will close Congress Street to vehicles on Halloween as a trial of a pedestrian-only zone downtown. The one-day closure will let people walk the street freely during the holiday and serve as a test of how a permanent car-free area might work, a step city officials are watching closely for its effect on foot traffic and businesses.
Why now: The city is piloting a car-free street, a change that sparks debate among residents, drivers and downtown businesses.
