Reports say Russia attacked Kyiv, a city of more than three million people, using an Iskander missile fitted with a cluster warhead. Ukrainian commentary condemns the strike as deliberate terror against civilians, since cluster munitions scatter submunitions over a wide area and pose a serious risk to people in densely populated districts.
Why now: A strike with a cluster warhead on a capital full of civilians draws outrage and renewed attention to Russia's tactics in the war.
