Voters in Seattle are mostly returning their ballots through drop boxes rather than by mail, and returns increased on Monday, likely because people had time over the weekend to fill in their ballots. Observers see the trend as a positive sign of engaged turnout in the ongoing election.
Why now: Ballot returns are accelerating during an active election period, drawing attention to how people are voting.
