Councilors in the Polish city of Przemysl voted unanimously on Oct. 26 to suspend cooperation with Lviv, its Ukrainian partner city, in protest at a Lviv proposal to honor the Ukrainian Insurgent Army and its leader Roman Shukhevych in 2027. The UPA is a deeply contentious topic in Poland, where its fighters are accused of massacring Poles during World War II, and the vote has drawn attention to tensions between the two neighboring countries despite their wartime alliance over Russia's invasion.

Why now: The disputed plan to honor the UPA and Roman Shukhevych has reignited painful Polish-Ukrainian historical tensions
