Original: Carney Says Canada to Be EU’s First Associate Member But Details Are Unclear

Canadian Prime Minister Mark Carney said Canada will become the European Union's first associate member, but few details have been released about what the status would involve or when it would take effect. The claim is drawing attention because such an arrangement would be unprecedented for the EU, and officials have not clarified whether it covers trade, defence or broader political cooperation.
