Multiple governments are simultaneously advising citizens to prepare for emergencies, prompting widespread discussion online. Reports cite European government websites going offline on October 21 after flaws were found in PHP, with 32 UK services affected, followed by a UK 'Be Ready' campaign on October 22 recommending three days of food and nine litres of water per person.
