The Parliamentary Assembly of the Council of Europe adopted a resolution on Wednesday, September 30, declaring Russia's newly elected State Duma illegitimate. The vote follows September's parliamentary elections in Russia, which Western bodies widely criticized as neither free nor fair. The declaration further isolates Moscow diplomatically and signals continued European refusal to recognize the outcomes of Russia's political processes amid ongoing tensions over Ukraine.

Why now: The resolution is a significant diplomatic rebuke to Moscow following Russia's September parliamentary elections, amid heightened tensions over Ukraine.
