New York City is moving forward with a plan pushed by Zohran Mamdani to replace an aging government office building in Lower Manhattan with nearly 4,000 apartments. The proposal would convert underused public office space into housing, and it is drawing attention as a test of whether city government can help ease New York's housing shortage by repurposing its own real estate.
Why now: The housing conversion plan is a high-profile policy move by Mamdani amid New York's affordability debate.
