Air pollution exceeds safe limits for 99% of world population

The discussion notes that where restrictions have been introduced, such as in Europe, air quality has improved, while it has worsened in other states where such measures are absent or weaker.
Why now: Air quality is a recurring public health concern, and the argument for a universal right to clean air is reigniting debate about unequal pollution controls between regions.
