Meteorologist Climate Watcher Daniel Swain, posting as WeatherWest, flagged extreme rainfall affecting Arizona, New Mexico, Utah and Colorado, prompting concerns that election officials in those states may not have adequate plans to keep mail ballots dry and under continuous custody through the storms.
