Supporters of Ukraine are arguing that Moscow itself is a legitimate military target because it is the capital of what they call a terrorist state. The claim follows reports that Kyiv's civilians endure roughly 300 to 500 Russian attacks each day, described as an effort to terrorize residents into abandoning the Ukrainian capital.
Why now: Frustration over daily Russian strikes on Kyiv is fueling debate about whether attacks on Moscow are justified.
