Supporters of Ukraine are arguing that Moscow is a legitimate military target as the capital of what they call a terrorist state, pointing to what they describe as 300 to 500 Russian attacks a day aimed at terrorising Kyiv's civilian residents into fleeing the capital. The claim reflects growing frustration over the ongoing aerial assault on Ukrainian cities and escalating rhetoric about striking targets inside Russia.
Why now: Russian strikes on Kyiv are intensifying, fuelling debate over whether Ukraine should hit back at Moscow directly.
