Commentary circulating online argues that Moscow, as the capital of what the author calls a terrorist state, is a legitimate military target, citing reports that Kyiv's civilian population faces between 300 and 500 Russian attacks daily. The claim references a report by Ukrainian outlet NV on Russian strikes intended, it says, to terrorize residents into leaving the capital. It reflects escalating rhetoric around strikes on both capitals.
Why now: Renewed Russian aerial attacks on Kyiv are intensifying debate over whether strikes on Moscow are justified in response.
